Dr Erskine's 'embedded cosmopolitanism' embraces the perspective of local loyalties, communities and cultures in the theory of why we have duties to 'strangers' and 'enemies' in world politics. Taking examples from the 'war on terror', she examines duties to 'enemies' through norms of non-combatant immunity and the prohibition against torture.

The “Slicing Problem” is a thought experiment that raises questions for substrate-neutral computational theories of consciousness, including those that specify a certain causal structure for the computation like Integrated Information Theory. The thought experiment uses water-based logic gates to construct a computer in a way that permits cleanly slicing each gate and connection in half, creating two identical computers each instantiating the same computation. The slicing can be reversed and repeated via an on/off switch, without changing the amount of matter (...) in the system. The question is what do different computational theories of consciousness believe is happening to the number and nature of individual conscious units as this switch is toggled. Under a token interpretation, there are now two discrete conscious entities; under a type interpretation, there may remain only one. Both interpretations lead to different implications depending on the adopted theoretical stance. Any route taken either allows mechanisms for “consciousness-multiplying exploits” or requires ambiguous boundaries between conscious entities, raising philosophical and ethical questions for theorists to consider. We discuss resolutions under different theories of consciousness for those unwilling to accept consciousness-multiplying exploits. In particular, we specify three features that may help promising physicalist theories to navigate such thought experiments. (shrink)

The origins of the well-known hatred for the nomen regis at Rome are in this way explained by Cicero in the De Republica, written in the late 50s b.c. Tarquinius Superbus, Rome's last king, so traumatised the Roman people that the term rex still had a potent effect almost five hundred years after his downfall. Many modern scholars would accept that the Roman hatred of kings was deep-rooted and intense, and it is often called upon to explain Roman behaviour. This (...) approach finds clear expression in the latest edition of the Cambridge Ancient History, where one scholar in his discussion of the overthrow of Tarquinius writes: ‘Forever after the Romans hated the very idea of a king’. Yet an examination of Latin writings from the Republican period, rather than confirming this, reveals much that is at odds with this interpretation of the Roman attitude towards kings and the concept of kingship. Surprisingly, even their own kings are generally treated favourably. While there is no doubt that there was hostility to kings in the first century b.c., it is necessary to reconsider its origins and nature. I wish to argue that it was neither as long-standing nor as intense as is traditionally assumed. Its origins should be sought not in the distant obscurity of the last years of the regal period, but in Rome's encounters with the hellenistic kings of the East in the second century b.c. (shrink)

The four coauthors describe the twenty-five-year history of efforts of the Council of Learned Societies in Education (CLSE) to represent the interests of the social foundations of education in the National Council for Accreditation of Teacher Education (NCATE), including the evolution of CLSE into the Council for the Social Foundations of Education and its recent departure from NCATE after a quarter century of successful involvement. The coauthors, each personally supportive of foundational involvement in national accreditation, delineate advantages gained by both (...) CLSE and NCATE during the quarter century of involvement, while also describing concerns and arguments that have led to the current disassociation of the Council for Social Foundations of Education (CSFE) fromNCATE. The article concludes with suggestions for the future and the coauthors' hope that this history and chronicle will provide incentive for reinvolvement of the foundations in national accreditation circles. This paper presents a nine step argument for “Connectionist Structuralism” (CS), a physical nominalist position that takes seriously the non-physical phenomenology of abstract objects. CS provides an ontology of sensible properties as a subtype of abstract objects, e.g. “is red” or “is a rectangle”. CS proposes that each sensible property a person draws on corresponds to a subset of their brain structure with functionality isomorphic to a suitable connectionist network. While a common assumption in parts of the artificial intelligence literature, (...) such discussions have not developed formal accounts nor engaged with metaphysical issues that potentially undermine it. Using evidence from cognitive neuroscience, machine learning, and evolutionary biology, as well as a fully worked toy example, we describe how CS can support our core cognitive uses of sensible properties and account for our core phenomenal experiences of them. Six phenomenal features are accounted for—feeling intangible, non-located, transparent, and unchanging, along with raw sensation and ante rem phenomenologies—with potential future accounts for further phenomena such as synaesthesia, semantic clarity, and sensory overload. A response is provided to three common objections to nominalist positions that similarly reject intangible, universal benchmarks for sensible properties: referential opacity; identity of indiscernibles; and infinite regression. CS leads to a four-layer hierarchy of similarity for whether your “red” is the same as mine, arguing they are likely non-identical but can be made close enough for practical purposes. Finally, we describe future work to elaborate CS as a metaphysical project and test it through empirical research. (shrink)

Throughout his literary career Walker Percy read and studied the philosophical thought of Charles Sanders Peirce in an attempt to re-present in language the world as Percy knew it. Beginning in 1984 and ending in 1990, the year of his death, Percy corresponded with Kenneth Laine Ketner about the "semiotic" of Peirce. Their letters - honest, instructive, and often filled with down-home humor - record an epistolary friendship of two men both passionately interested in Peirce's theory of (...) signs. This book provides opportunities for candidates in teacher education programs, which focus on nurturing and assessing dispositions, to see the habits of mind for making professional conduct more intelligent, practice them, and receive feedback about their performance.

One type of change that has lurked at the edges of scholarly discussions of international politics—often assumed, invoked, and alluded to, but rarely interrogated—is learning. Learning entails a very particular type of change. It is deliberate, internal, transformative, and peaceful. In this contribution to the roundtable “International Institutions and Peaceful Change,” I ask whether intergovernmental organizations can learn in a way that is comparable to the paradigmatic learning of individual human beings. In addressing this question, I take three steps. First, (...) I explore references to corporate entities “learning” within the discipline of international relations and ask whether what is being proposed is, in fact, genuine learning by the organizations themselves. Second, I attempt to construct a robust account of institutional learning that departs from these conceptions and acknowledges instead the self-reflection and structural transformation that I argue learning at the corporate level requires. Third, for the purpose of illustration, I turn briefly to the UN following the 1994 genocide in Rwanda and the slaughter of more than eight thousand men and boys outside Srebrenica in 1995 to identify examples of each stage of institutional learning. Finally, I offer three provisional claims about my proposed conception of institutional learning that warrant attention in future work. Namely, I suggest that institutional learning: cannot be equated with moral progress; is possible despite formal organizations being incapable of emotional responses such as shame or regret; and, perhaps most controversially, can occur at the level of the IGO without prior or parallel learning taking place at the level of the state or individual human actor. The stream of human consciousness appears to be interruptible, in that we can experience a sensation of ‘returning to ourselves after an absence of content’ (e.g. sleep, anaesthesia, full-absorption meditation). Prima facie, such evidence poses a challenge to simple applications of theories of consciousness based on electromagnetic or neural activity in the brain, because some of this activity persists during periods of interruption. This paper elaborates one of several possible responses to the challenge. We build on a previous theory in (...) which EM field topology delineates complex macrophenomenal experience. We first apply an analytic lens to identify different ways in which field topologies might generate sensations of ‘absence of content’. We then test the feasibility of a particular phenomenological approach for assessing those field topologies, powered by the unusual lucidity about cessation pathways induced via certain meditation practices and psychedelic dosages. We build computational simulations of these cessation pathways and test them on eight interviewees with various levels of experience in cessation states. We conclude that this approach can generate usable insight, but requires further formalisation to fulfil its potential. The findings tentatively support our claims but the theory remains speculative at this stage. We set out empirical tests with 11 specific predictions, both for further phenomenological research and for brain manipulation research. Although they align neatly, our ontological and cessation theories can also be separated. The paper describes how our theories can be consistent with other perspectives on consciousness, such as variants of predictive processing or global network theory. (shrink)

Cyril Scott once described Percy Grainger as a `lovable eccentric'. The Australian-American pianist, composer, ethnologist, and aspiring `all-round man' was, however, more eccentric to his own age than to ours. His views on the environment, food, the body, participatory democracy, and sex all anticipated by several decades views more typical of the mid-late twentieth century. Prolific as a composer, performer, and recording artist, Grainger was an indefatigable writer. This selection of forty-six essays about the production, promotion, and propagation of (...) music is drawn from his over 150 public writings. Written between the turn of the century and the early 1950s, these essays reveal Grainger's youthful compositional plans, his ideas about piano technique, and his enduring high regard for the music of Edvard Grieg, Frederick Delius, and `Frankfurt Group' colleagues Cyril Scott, Roger Quilter, and Henry Balfour Gardiner. Grainger on Music also pursues his evolving thoughts about Nordic music, `Free Music', instrumental usage, and his occasional suggestions for musical development in Australia and the United States. The ordination of women in the Church of England has had a long hard road. Other denominations, and other parts of the Anglican Communion took the step, but it was not until the 1990s that the first women priests were ordained in the Church of England itself. Even then, Emma Percy describes the situation as an ‘ambiguous welcome’. Careful provision has been made at every stage for those who not only will not accept women as priests, but require the (...) service of bishops who have not participated in the ordination of women. The path to acceptance for women bishops has also been lengthy and subject to the same caveats and provisions. Percy argues that this reveals an underlying failure to think theologically about gender. She recognizes that there are still profound inequalities in the Church’s treatment of women in leadership. In international politics, institutions – in the sense of formal organisations – are frequently portrayed as important bearers of duties and appropriate objects of blame. This makes eminent sense. Many states, multinational corporations, and intergovernmental organisations, to name a few types of institutional actor, have considerable capacities to respond to crises, address injustices – and, indeed, cause harm on a grand scale. When the United States , for example, is widely charged with a moral obligation to combat climate change, and (...) held to account for failing to take this responsibility seriously enough, such talk of duty and blame at the corporate level of the state is intuitively compelling. Simply put, individual human actors on their own lack the power, coordination and resources to achieve the outcomes open to many institutions. The US, in contrast , has a significant capacity to redress large-scale environmental problems and has contributed to them disproportionately. Moral responsibilities at the corporate level should follow – as should blame and charges of ‘delinquency’ if these are not met. (shrink)

Although Polanyi regards technological knowledge as inferior to scientific knowledge, he uses the idea of machine-like operational principles as an analogy for both his epistemology and his ontology. Since his epistemology is based on personal knowledge, this suggest the need for a personal ontology. Polanyi tries to avoid such a conclusion by invoking impersonal evolutionary factors.
